Dear Shell Safety Partners,
The Shell Malaysia Safety Awards or SMSA, is the highest awards that we confer to our partners in Malaysia for their safety leadership. I am grateful that with your continued participations it is now in its 7th Year – thank you for your support and involvement! Most importantly, your commitment and dedication towards our Goal Zero ambition - No Harm, No Leaks. You are an integral part of our business and without safety leadership at all level we will not be able to achieve what we set to do.
It is unfortunate that this year we are unable to celebrate the Shell Malaysia Safety Awards in a grand gala dinner due to the COVID-19 pandemic. Let’s hope that with the newly developed vaccines the situation improves, and we can look forward to a better year next year.
Before we get to the awards, I would like to express my outmost thanks and gratitude to you for striving to continuously operate safely, despite the unprecedented and challenging year posed by the COVID-19. Shell Malaysia’s safety performance has seen a significant improvement in 2020, thanks largely to your efforts and commitment.

To the Award recipients – congratulations! Celebrate the moment and share the joy with your people, thank them and reward them. Goal Zero is a journey, it is a continuous improvement, and without the right motivations people will lose the momentum to continue with the efforts to deliver on the outcomes and the changes.
To all nominees, I want to express my sincere appreciation for your commitment and performance in putting safety as your top priority. As always, use this platform to understand and close your gaps. Raise your ambition and come back stronger next year.
May I stress again that the SMSA is not a competition where there are winners and losers – we are all winners in this game. You would also know that the CEO Forum, which is an integral part of the SMSA but unfortunately could not be held this time around, is where we collaborate, openly share best practices and unreservedly applaud the good work done by fellow partners! We do that simply because we care for each other.
Shell Malaysia Safety Performance
As a final note, I would like to share with you the following:
Total Recordable Case Frequency (TRCF)
If you recall, TRCF represent the total recordable case over total exposure hours. For the Jan – Nov 2020 period, our TRCF was 0.38, vs 0.58 over the same period last year. While this is great news, and I would like to commend all of us for such great performance, my advice is do not let it leads us into complacency. Be on the look-out for potential incidents and report them in the spirit of driving a learner’s mindset in our organisations.
High Potential Incidents (HPI)
The other measure we have on safety performance is the number of high potential incidents. For the Jan – Nov 2020 period we saw 8 of them, vs 17 over the same period last year. Thank you for the fine effort in reducing the numbers of HPI to single digit! I think this is something that we can really be proud of, the fact that we have made our work place a safer place for all!
New metrics for 2021 onward
To strengthen our commitment to Goal Zero in 2021, we will introduce a new metric - Serious Injury & Fatality Frequency (SIF-F). We are doing this because internal and external reviews suggest that too much focus on TRCF targets can prevent leaders from identifying and focusing on incidents with the potential to cause life-altering injuries. The root causes of serious injuries are very often different from those of most low-consequence events. We want to focus our learnings on incidents that are potentially life-altering.
The case for a refresh approach to Safety
The purpose of us taking a refreshed approach to Safety is to avoid fatalities and life-altering injuries, by building on existing strong foundations and adopting an increased and deliberate focus on a learner’s mindset when incidents happens. Goal Zero remains our ambition.
With a learner’s mindset, we will be able to look at situations and incidents differently. Ultimately, as the learning takes a deeper root in the organization, we are better equipped to manage safety at the workplace. You would also recognize that richness of learnings comes from people’s willingness to share on incidents openly, and a key enabler to that is where people feel safe to admit the human performance factors that led to the incident, without fear of being punished or humiliated. This takes times to build, as it requires a multitude of psychological barriers to overcome – first among them of course is the belief that this refresh approach to Safety is the way forward, and secondly relinquishing the punitive or disciplinarian approach which by default has been and will be the preferred approaches by most people in a supervisory or managerial position. We invite you to join us in this new and refreshed approach to Safety and to deliberately enable it in your organization.
