Who can apply?
Companies with one or more commercial vehicles are eligible to apply, provided they have received Skim Kawalan Diesel Subsidi (SKDS) approval letter from the Ministry of Domestic Trade and Cost of Living (MTDCC).
What is the process of SKDS Diesel Subsidy Card Application?
- Step 1 – Please apply your Diesel subsidy quota application at https://mysubsidi.kpdn.gov.my/login before applying for Shell Fuel Card account here.
- Step 2 – Once approved by KPDN, download and email the Surat Kelulusan and Senarai Kenderaan to Shell at generalcardrequests-my@shell.com.
- Step 3 – After your Shell account is created, you will receive a Welcome Email from Shell with your new Shell Fuel Card(s).

1. Who can apply for Shell Fuel Card for Government Subsidised Diesel?
Eligible companies with one or more of the specified commercial vehicles may apply as so long as the company receives the Skim Kawalan Diesel Subsidi (SKDS) approval letter from the Ministry of Domestic Trade and Costs of Living (MTDCC)/Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN).
2. How can companies apply for Shell Fuel Card for Government Subsidised Diesel upon successful approval from Ministry of Domestic Trade, Co-operatives and Consumerism (MTDCC)/Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN)?
Eligible companies may submit an application together with the original KPDN subsidy approval letter via webform and attach documents as below:
a) Sole Proprietor or Partnership or Limited Liability Partnership (LLP)
- SSM Form D/E
- Sole Proprietor’s front & back copy of MYKAD
- Shell Fuel Card Ordering Form
b) Company Application (Sdn.Bhd. or Berhad)
- SSM Form 9/Section 13/Section 17/Trading license (whichever applicable)

5. How do I know if I am eligible for subsidy? How do I apply for subsidy?
Companies can check their eligibility and apply for subsidy via the Ministry of Domestic Trade and Costs of Living (MTDC)/Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN) website at https://mysubsidi.kpdn.gov.my/login.
6. What is the payment method upon successful account creation?
The payment method upon account creation is by Direct Debit. Alternatively, you may pay via
a) CIMB Bank Collect Service;
b) Electronic Fund Transfer (EFT) payments to Standard Chartered Bank Malaysia Berhad;
c) Cheque payments to Standard Chartered Bank Malaysia Berhad. For further detail, please refer to the Payment Related Enquries.
7. Where can I use the cards?
For the Postpaid Shell Fuel Card cardholders, you will see the pump price reflected on the receipt at time of fueling. The difference between subsidized price and pump price will be reflected in your monthly Shell Card invoices.
As for Shell Fuel Cash Card cardholders, you will enjoy the subsidy at the point of transaction by presenting your Shell Fuel Cash Card at the cashier.
8. I have an existing Shell Fuel Card Account with SKDS 1.0, but I have vehicles that are eligible for SKDS 2.0 now. How can I enjoy both in the Shell Fuel Card Account?

10. What is the current pump price?
You can refer to our Shell fuels price board for the latest prices.
11. Is the subsidy applicable for Sabah & Sarawak?
The subsidy is only applicable for Peninsular Malaysia for now.
12. I am an existing Shell Fuel Card customer without any subsidy and now I have diesel subsidy, can I have both in an existing Shell Fuel Card Account?
Yes, you may have both types of cards in an existing Shell Fuel Card Account. This will require additional documents to be furnished to proceed with the request. You may contact our customer service at 1300-22 -8181 for further assistance.
13. Will there be any changes to the billing cycle to the existing Shell Fuel Card Subsidised Diesel (Public Vehicle/Kenderaan Awam, Good Vehicle/Kenderaan Barangan or both) customers?
Yes, for ALL Shell subsidy customers, invoices will be issue at the end of the month.
For existing Shell Fuel Card customers who are eligible for SKDS 1.0, SKDS 2.0 or both, your billing cycle will be end-of-the-month. For existing Shell Fuel Card customer which are not on end of month billing, you will be getting two (2) invoices during the first transition month. Subsequently you will receive your invoices at the end of month billing invoice. For further clarification, please call our customer service at 1300-22 -8181.
14. How can I apply for the diesel subsidy quota?
You may apply for your diesel subsidy quota via KPDN’s MySubsidi Diesel system website.

15. Do I have to dedicate the Shell Fuel Card(s) to each vehicle(s)?
Yes, to be eligible for diesel subsidy, each vehicle number will be embossed on the Shell Fuel Card.
16. Which diesel type is eligible for subsidy?
As per the government's directive, only main grade diesel (B10), which is our Shell FuelSave Diesel Euro 5 (Maingrade) is eligible for now.
17. How will the subsidy be refunded to me?
For the Postpaid Shell Fuel Card cardholders, you will see the pump price reflected on the receipt at time of fueling. The difference between subsidized price and pump price will be reflected in your monthly Shell Card invoices.
As for Shell Fuel Cash Card cardholders, you will enjoy the subsidy at the point of transaction by presenting your Shell Fuel Cash Card at the cashier.
18. I have applied but have not yet received my card from Shell. What could I do?

For:
a) Individual or company eligible under SKDS 2.0 with KPDN approval and have submitted your SKDS 2.0 fleet card application: you will be eligible to apply for “Permohonan Bayar Balik” under the Program Bantuan Subsidi Madani while waiting for your card to arrive.
To apply for the Bantuan Subsidi Madani, please access the MySubsidi Portal via the Budi Madani website. Once you've provided the required information, you'll receive an immediate decision on your application. Please keep your receipt for reimbursement purposes.
b) Individual or company eligible under SKDS 2.0 with KPDN approval but have NOT applied for your SKDS 2.0 fleet card application: our specialised agent will get in touch with you to guide you through the application process. Please ensure your mobile number registered in KPDN portal is up-to-date.

19. I would like to change my oil company nomination from Shell to another oil company. What can I do?
The request can be made via MySubsidi portal. Due to the high volume of requests and applications, we recommend that your company maintains the approval received from KPDN so that your company does not miss out on any subsidies during this peak period. You can re-consider your request at a later point. Please note that there is a limited number of times a company can elect to change its oil co nomination. We look forward to serving you.
20. I am unable to see any quota information on the approval letter from KPDN. What is the amount of subsidy that my company is eligible to?
As the quota information is strictly managed by KPDN, we suggest that you get in touch with KPDN directly for latest information.
21. I am eligible for Diesel subsidy and also a Shell Fuel Card customer, can I use my existing Shell Fuel Card for diesel subsidy?
Yes, you can. All existing Shell Fuel Cards are able to use for Diesel subsidy provided you have sent us the Approval Letter (Surat Kelulusan) and Card List (Senarai Kenderaan) to our mailbox (generalcardrequests-my@shell.com)
New issuance of Shell Fuel Card is only for vehicles that do not have a fleet card.
22. I'm an existing Shell Fuel Card customers who have submitted KPDN approval letter to Shell, but pending on the new card creation for my other vehicles due to various reasons i.e. existing card has no VRN etc.
Am I still eligible for "Permohonan Bayar Balik" under the Program Bantuan Subsidi Budi Madani?
Yes, you are eligible for the reimbursement under the "Permohonan Bayar Balik" under the Program Bantuan Subsidi Madani while waiting for your new cards to be created.
