Who can apply?

Companies with one or more commercial vehicles are eligible to apply, provided they have received Sistem Kawalan Petrol Subsidi (SKPS) approval letter from the Ministry of Domestic Trade and Cost of Living (MTDCC).

What is the process of SKPS Petrol Subsidized Card Application?

  • Step 1 – Please apply your Petrol subsidy quota application at https://mysubsidi.kpdn.gov.my/login before applying for Shell Fuel Card account here.
  • Step 2 – Once approved by KPDN, download and email the Surat Kelulusan and Senarai Kenderaan to Shell at generalcardrequests-my@shell.com.
  • Step 3 – After your Shell account is created, you will receive a Welcome Email from Shell with your new Shell Fuel Card(s).

1. Who is eligible to apply for Shell Subsidized Petrol Card?

Companies that own one or more of the specified commercial vehicles may apply, provided they have received the Sistem Kawalan Petrol Bersubsidi (SKPS) official approval letter from the Ministry of Domestic Trade and Cost of Living/ Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN).

4Upon approval from KPDN, how can I apply for Shell Subsidized Petrol Card?

Eligible companies may submit an application together with the original KPDN subsidy approval letter via the Shell Application Webform and attach documents as below:

a) Sole Proprietor or Limited Liability Partnership (LLP)

  • SSM Form D/E​
  • 3 months Bank Statement
  • Sole Proprietor’s front & back copy of MYKAD​
  • TIN Form B-Tax Return Form
  • Shell Fuel Card Ordering Form​

b) Company Application (Sdn.Bhd. or Berhad)

  • SSM Form 9/Section 13/Section 17/Trading license (whichever applicable)
  • 3 months Bank Statement
  • TIN Form C – Tax Return Form
  • Shell Fuel Card Ordering Form

c) Partnership

  • SSM Form D/E
  • 3 months Bank Statement
  • All owners/partners’ front & back copy of MYKAD

5. Is Sistem Kawalan Petrol Subsidi (SKPS) applicable for Sabah & Sarawak?

Yes, it is applicable for both Peninsular and East Malaysia (Sabah & Sarawak).

6. Which petrol type is eligible for subsidy?

As per government directive, only main grade petrol (RON95), which is our Shell FuelSave 95 (Maingrade) is eligible for now.

7. What is the current pump price?

8. I do not see any quota information on my KPDN approval letter. How do I view the subsidy amount my company is eligible for?

As the quota information is strictly managed by KPDN, we suggest that contacting KPDN directly for the most up-to-date details.

9. I have an existing Shell Fuel Card account, but I now have vehicles that are eligible for the government petrol subsidy. Can I enjoy both in an existing account?

Yes, you may have both types of cards in an existing Shell Fuel Card account. Kindly send us below required documents to apply for additional subsidised petrol cards via email to generalcardrequests-my@shell.com. The documents required are:

10. I am an existing Shell Card customer with subsidised diesel (SKDS1.0. SKDS 2.0 or both). However, I currently have been granted a new petrol subsidy quota as approved by KPDN, how do I update Shell?

11. How do I pay for fuels at Shell stations using my petrol subsidy cards?

a)    Shell Subsidized Petrol Cash Card

Swipe your Shell Subsidized Petrol Cash Card at the dedicated Cash Card machine stationed at the cashier counter. You will enjoy the subsidy at the point of transaction by presenting your Shell Subsidized Petrol Cash Card at the cashier.

b)    Shell Subsidized Petrol Card (Postpaid)

Swipe your Shell Subsidized Petrol Card (Postpaid) at the dedicated payment machine in Shell station. You will see the pump price reflected on your receipt at the time of fuelling. The difference between subsidised price and pump price will be reflected in your monthly Shell Card invoices.

12. Can I have both subsidised petrol card types, a Subsidized Petrol Cash Card and Subsidized Petrol Card (postpaid)?

No, each customer is eligible for only one type of petrol subsidy card.

13. Will there be any changes to the billing cycle for existing Shell Fuel Card customers who applied for subsidised petrol card?

For ALL Shell subsidy customers, invoices will be issued at the end of the month.

For existing Shell Fuel Card customers who are eligible for SKDS 1.0, SKDS 2.0 or both, your billing cycle will be end-of-the-month. For existing Shell Fuel Card customer which are not on end of month billing, you will be getting two (2) invoices during the first transition month. Subsequently you will receive your invoices at the end of month billing invoice.

14. What is the payment method for Shell Fuel Cards upon successful account creation?

Payment for Shell Fuel Card Invoices can be performed via the following authorised channels:

i. Direct Debit

ii. Electronic Fund Transfer (EFT) payments to Personalised Virtual Account Number (VAN) on Standard Chartered Bank Malaysia Berhad

iii. Cheque payments to Standard Chartered Bank Malaysia Berhad

15. Do I need a separate / dedicated Shell Fuel Card for each vehicle to enjoy the subsidy?

Yes, each vehicle must have its own dedicated Shell Fuel Card with the vehicle number printed on each card.

If you have duplicate cards for the same vehicle number, you will need to cancel either one via the Shell Fleet Hub portal.

Kindly update Shell on any changes by following the steps in Question 9 of this FAQ.

16. How can my company request to change its oil company nomination?

The request can be made via https://mysubsidi.kpdn.gov.my

 portal. Due to the high volume of requests and applications, we recommend that your company maintains the approval received from KPDN so that your company does not miss out on any subsidies during this peak period and reconsider your request at a later point.
